I don’t think there are any Mt. Lions reproducing in PA or east of the Miss River for that matter. There have been 17 confirmed sighting since the 1970 east of the MI River only 1 in PA and it had escaped from a zoo. Which I do not deny a possibility of them being released by anyone but they are not reproducing in PA.

Boy...tough picture. I find the animal in the pic to be a bit more on the "fuzzy" side rather than on the "hairy" side which leads me to think that it's not a deer. Now, my boss, who is 70 years old and has been hunting in Potter County for over 50 years at his lodge has stated that in his lifetime he has seen 5 cats. He said it could be the same cat but it is 5 sightings.

"Cat's" are EXTREMELY shy and elusive even more so than yotes and foxes. We used to encounter them in Colorado & New Mexico when I guided and while they were always present mostly we'd cut tracks or find their old kills or feeding sights. They also prefer thousands upon thousands of uninhabited acres to live on and while there is certainly some open expanses in Pa. there is nowhere near the vast tracts as found out West in typical cat country. Even if there was one or two somehow surviving in Pa. with the population of people and civilization spread throughout Pa. there'd be hard evidence of confirmed sightings way before this.
