There used to be some guys here in the York area that built rods plus did repairs. Not sure if they are still in business or not.
Been a few years since i needed a rod repair (knock on wood! ;D)

are custom rods better than store bought rods, if so how and why?

Custom normally have better blanks, wraps, coating plus hardware & are not mass machined in china/korea. Same as custom gun vs mass produced. In addition, many types of fishing demands rods that are not readilty available in stores. All depends what meets ur satisfaction/needs.
