He still needs cleaned up a bit, but I finally got him mostly done. I think burying it first made it harder for the bleaching to work since it didn't come out really white. After cleaning the rest of the powder off, I'll try touching him up with a little flat spray paint.

This is the one I did two years ago. He wasn't pure white, but a lot whiter than the one above came out.

Thanks everyone. I've learned not to bury the head anymore because it splits the bone. I just got a hold of plans for a nice plaque that I'm going to have my neighbor make for me. If anyone is interested in obtaining the plans let me know and I'll email them to you.
