best locations would depend on what you want out of it. If you want to hunt over it, wherever you can be where you want to be, and have the right growing conditions is the best location. if you are looking to supplement the nutrition of the wildlife, i would aim for the biggest area (with overall circumference and irregularity giving the plot preference) with the appropriate conditions.
The best time to start depends on what you decide to plant, which could depend on where you decide to plant and the soil and sun conditions. there are tables for different growing ranges and so forth, that can be found on the web. but basically, follow your local farmers. If you are a few weeks late, that is probably fine, as you won't necessarily need to account for harvest time.
What to plant? The way I look at it is the more diverse the better, especially when you are first starting. i am planning on planting 3 columns, each a different mix. then i will split the 3 columns in half, by fencing half of each column for 2 or 3 months. this way i will hopefully see what grows best and which is most able to handle heavy grazing (which i hope to have...) each plant has different benefits, whether it be graze resistance, palatability, nutrient value, time of maturity, needed soil conditions...

soybean is good for late after they mature the deer don't bother than much. but when green and growing they go crazy on it. most seed companies have seed you can plant early or late depending on what you are looking for.
