Bait for me usually. Minnies & floats, sometimes single eggs. Depending on water conditions & crowds I will occasionally use a small spoon (daredevil & KO Wobblers) or a small white roostertail. I've had my besy luck with bait over the years though.

Gotta be a wax worm on a size 16 light wire hook and just enough lead so it ticks the bottom

Lures only. Never use bait anymore.

Depending where I'm fishing at!
When i fish at the Yough Dam(outflow) I use millworms or wax worms. If I'm down at the Trophy section of the Yough or at Kinzua tail waters, I'll use big minnows or throw 3"or 4" rapalas
Smaller water, I'll use millworms and throw Joe's flies(spinners)

My fav lures are a 2 inch rapala, and a silver kastmaster. I love them. The last time I when I nailed a 22 inch Rainbow on my 3rd cast!

Opening day finds me waist deep in the Yellow Breeches...drowning minnows and waxies on #14 hook under floats. If I ain't catching them on one or the other, you can bet they're not catching them, on anything.

Local streams here in York County like muddy creek its worms, salmon eggs or corn. If up in Sullivan County on the Loyalsock etc. with much colder water...CP Swings roostertails, mepps or small rapala's seem to get more hits than bait.
