I have heard many people pose the question as to whether or not you can shoot non-game species of birds (pigeons/chukar) while training their dogs on SGLS. The law states "you may not carry a rifle, shot gun or bow and arrow while training your dog." On private property you can shoot chukar and pigeons, but must train on a regulated dog training grounds to shoot gamebirds such as quail and pheasant. I don't see anything this year about releasing gamebirds to train on though, last I knew it was illegal to release any gamebirds (quail/pheasant)on SGLS even if you don't shoot them, maybe John S can answer this??

The law says it is unlawful to carry a "firearm fired from the shoulder" when training dogs on "game". Since Chukars and pigeons are not "game birds in PA you may release them and shoot them while training dogs. The law allows the release of pheasants, mallards, bobwhite quail and chukars for hunting or dog training purposes on public or private land. However, you may only release and shoot quail, pheasants and mallards "in season" because they are game birds. Before these birds are released on state game lands, permission must be granted by the regional office in charge of the game lands. Since the law doesn't mention pigeons, you can release them to shoot on private land but I would not do it on game lands unless you ask the regional office. Note, this info was correct while I was still an active WCO, you may want to call Hbg, or your regional office to make sure it still applies.
