I suggest if your unclear and to be safe, I went to the court house and for 5 bucks got a handgun hunting permit, good for five years, you get it on the spot. Also got a concealed weapons permit for 25 bucks,also good for five years,took about a week.This way you got it all covered, at least for Pa.LOL

djturns 18 is the age for rifles not handguns, you have to be 21 for handgun ownership.

You have to be 21 yoa to buy a handgun.
You can "own" a handgun at 18 yoa by it being gifted (given) to you by a parent or grandparent.
You can open carry a handgun at 18 yoa, as no permit is required for open carry in PA, except in Philly.
You cannot open carry inside a vehicle unless you have a permit and that can only happen when you are 21 yoa.

it cannot be legally transferred to you name till 21 yoa is what i was told when my grandfather tried to give me one at 19

It can be transfered to you at 18 yoa, but many FFL's won't do it because they don't know the law.
You cannot buy a handgun until you are 21, there is no restriction on owning one at 18 yoa.
Buying and owning are two different things.
ยง 6111. Sale or transfer of firearms.
(c) Duty of other persons.--Any person who is not a licensed importer, manufacturer or dealer and who desires to sell or transfer a firearm to another unlicensed person shall do so only upon the place of business of a licensed importer, manufacturer, dealer or county sheriff's office, the latter of whom shall follow the procedure set forth in this section as if he were the seller of the firearm. The provisions of this section shall not apply to transfers between spouses or to transfers between a parent and child or to transfers between grandparent and grandchild.

Actually, your Grandfather didn't have to go anywhere to transfer it at all. In PA a "paperless" transfer can be made between parent and child, grandparent and grand child, and between spouses.
So he could have just given it to you, without going through a dealer.
Also, a sheriff can do an under 21 transfer, but my guess is most are ignorant of the law and won't do it.
